Level 250 I believe.
If you click the pet in the shop window, it will show the level required.

You can buy a bat pet with gold you earn in game at pet shop. You don't need to spend real money unless you want a second bat pet. You must be level 250.

Bat pet is lvl 94, so lvl 188 is required to get with real money purchase.

That's weird. I remember buying a bat pet in mage shop at level 250.

U are correct regarding in-game purchase of bat, however, due to it's lower lvl in the game, it can be purchased sooner with real money.
