Lol I'm confused by your question.
At any rate. Clan maps are open PvP regardless of whether you are in a clan or not.
There are not protections, no level gap in clan maps.
As to why.
He's probably just an A-hole.

Its history, has also enabled on other maps.

You will need to keep away from him for the time being. The good news is that when he has had pvp battles with a certain number of other players (10, I think but please correct me if I'm wrong) then he will not be able to attack you.
