Why I cant take qwest with 3 kings, I have 2 qwest in book to destroy the magic preventing to return and bring builders for strengthening of a cave.

He mentioned the workers to fix the mine entrance but I haven't seen an answer. I can't find anyone who knows. Can you point me in the direction of the workers please? Thanks.
