Magus quest error

I was helping an allied clan member do this quest on map 3.3 fairys isle. The mage would not spawn and a fire archer spawned with a (?). Talking with him transported me to the dragon spawning for scales part. Allied member also transported there. He never started the magus quest at all tho. Maybe the new dungeon there has caused this abnormality.
