It will not let me talk to him to deliver letter. I dontvhave a letter in my inventory either. What do i do?

A lost quest item...
You need to talk to a GM in game to solve this...
However, this may not be so easy to accomplish...
What I suggest:
Get connected to a GM in real time. For instance, when you're online, try posting in the forum chat, or on facebook.
Hopefully, a GM will see your desire for help and will provide swift response.
Also, include your account name so they can find you!
Please be patient as this may take a few tries before you can accomplish this.

The quick way is to create another account and sell it to yourself. (2 devices is necessary)

Yes I agree, if you have access to two devices, this would be faster.
