You will need the pirates map from the Tavern map, map 2.3. There is a quest that is obtained by speaking to the patrons within the tavern. You will need to be level 240 to complete the quest to obtain this map. There may also be a level requirement to take the pirates ship to Devil's island.
Needed level is 360

Oh ya. Been a long time since I did that quest...very long time.
