is there a lv or mission requrment for this mission iv bin all over and can't find villigers to clear mine in hobs gold mine

In case you are referring to the "find workers to repairs the mine" sort of quest, it has not been released yet

I've been busy grinding, so haven't checked on this since the latest set of updates. Is this quest still in limbo, or is it finished?
