Bug or Glitch

Time of bug: about same as this post
Where: everywhere
What: random moments where everything disappears such as mini map, bag, other players, NPC's, chat bubble, quest book, names on houses, and sometimes even my own character.
Why: it is happening to other players as well so i know its not just happening to me
I have two screenshots one of another players talking of issue and another of the bug happening to me
