So what's "PC" ??

I make a "partial" quote from a post here, doesn't matter who, what I'm talking about comes between the brackets:
Take a look at that "#6 - Personal Computer (IBM commercial desktop model)" Remember when ALL "desktop" computers were "Brand Name" computers? Compaq, Pacard Bell, Epson, Commodore, et al
Now the reason I ask is way back when; a PC meant "personal computer" - your computer that you have at home, that you own, had nothing to do with PC-DOS, MS-DOS OSX, DR-DOS, etc. It was the "hardware" pure and simple.
Somewhere down the road/over time it came to mean: Any computer running Windows and not iOS
Now neither Windows nor iOS is a computer they are operating Systems.
So I'm curious - Why does PC today mean a computer (desktop, laptop, notebook, netbook or tablet) running Windows and no other OS?
