Drop from warlords and underground devils

Hello
after getting several levels hunting them and no drop at all , i m starting to think if a min level is required to get a drop (see that no many ways to get 1k gear or items to craft them)

As far as I know of, mnsters drop is not related to the level of the character killing them

This is likely it.
I've killed some monsters for days on end... no drop
Not just the 1/1000 stuff either...
Yesterday, I went farming for a pair of pink boots...
Got them in half an hour....
It's all luck, and the decision of the RNG gods
