As for slander - this rule applies to all - players and GM alike. If you were saying horrible things about another player, you can get the same punishment.... so wth should slandering a GM be any different?
Again though, you like to make vague statements - no proof, no names, no nothing. Yes, it is better you report this sort of stuff by PM.
But I'm aware of your specific case - and I will come out and say - you are biased.
Both sides have been punished, not just yours - so stop feigning innocence.
IMO - at this point in time, as punishments are concerned, your "side" has the advantage.
So if I am biased here, it's that your complaint is unjustified.
Do some players get away with stuff? Sure, it happens.
GMs are not everywhere, and most have full time jobs, families, etc. and volunteer their spare time here - rather than playing a game, and complaining there about every little thing they don't like.
We are not on 24 hours a day, or on every map.
We do not speak every language.
Things get reported all the time - and if we can act on it, we will.
If there's not enough evidence - how is that our fault? Direct your anger where it belongs.
If it's not reported - how is that our fault? Again, look to those who stay quiet - typically those who'd rather just sit and complain rather than do something about it.

Now let's talk about some real life stuff.
We all come from different countries - with different histories, laws, traditions, cultures, peoples, languages and thinkings.
We all have our own unique views on what is right and what is wrong.
To unite all of these, we have a set of rules for everyone - players and GMs both.
But, everyone still holds their own opinions.
I'll tell you something that every country has in common.
Every country has changed over history.
So how does change happen?
Does it happen by sitting in a corner, crying about bad things? No.
Change is done by those who get off their butts, unify the people, and make things happen.
Idle chatter/commplaints will just end up with idle negativity.
So to any - you want to sit and complain - fine, that's your choice.
But I'm fond of old proverbs.
"If you're not a part of the solution, then you're part of the problem."
You think something needs changing? I've pointed it out above how it's done.
It's accomplished by the brave who act, not the cowardly.
