Can't buy dog

My alt is lvl104, had plenty of money and only 1 pet but dog man doesn't habe a "?" So I can talk to him to buy a dog.

This bug seems to be intermittent?
This player has since told me he got the pet....
I ran into another player earlier, reporting the same problem.
I walked with him to the War Dog trainer, and he was able to buy one.
So I don't know what the reason is - don't think its quest related...
