I'm going to bend a rule here. I personally banned one of those I think you're referring to from the forum for a week not long ago for this, and it's all in the forum logs. Also, the mchat warnings you see aren't much, it's the warnings in the logs (only moderators can see) that are used in these issues. They're the ones that such decisions are based on. It is taken into account, past warnings and time passed. I'm sure, if he pushes it far enough, he will get a much longer forum ban next time. The mchat warnings are usually given so all can see them, so that you know there is something being noted about it.

I see this too.
Just sitting on start map fishing. I've caught many who were completely ignorant of the forum, and never knew this alt (my forum name). Even though it was listed in my signature.
As it is, I see cusses and offering to sell accounts etc.
I just take pictures of the stuff and send it in now. If anything happens or not, idc.
I will tell you, the wanted list for mutes is never short.
And yes, some will behave only when the GM is around, and misbehave as soon as the GM leaves.
I was getting known for my trend of "entrapments", where I would leave, but still be watching on an alt. That helped a little, but GMs cannot be everywhere at every time. Really, I've wanted to crawl through the screen, not only smacking the kid in the head, but his parents as well, on many occasions.

I understand, you've made many reports in the past (just stated a few lines up), but now you're saying, you don't want to report, and not seeking punishments? I do understand, not wanting to name some publicly, as that could cause problems (from players or GMs)...
Cheating and abusing is profitable, sure. Just like real life, where violating the law can be profitable.
But.. there are consequences.
As for the problem, it's not a secret; but yes, it would be nice if more got on the forum and spoke up about it, and maybe get compbatant's attention (as most of the issues could be better fixed by him).
Think of my real life example. If crime is rampant, what do you do?
You don't point fingers at the police officers who are trying.
You get more police officers. Good ones.
You go higher up, and change the laws.
Or worst case, you take matters into your own hands, breaking laws to deal with criminals... and become one in the process.

In the terms of punishments, I can agree.
In fact, I've always tended to vote for harsher punishments.
Others tend to vote softer.
Many times an admin steps in and makes the final decision.
Personally, I think anyone using an autoclicker should get perm ban on first offence. Many MMOs do that.

you cannot ignore clans and just say delete them.
There is a lot of good stuff in clans. especialy friendship.
I don't like clans the way they are, no. I've made countless suggestions over the years, and most never happened. So, I accepted that, and opted out.
Thing is, many of these cheaters and abusers do so in a clan context. Sure, I can argue, getting rid of clans would solve that problem. But it's not really a solution anyway. As for friendship, yes, I agree. I've stated many times that the community and friends are what keep me around. I don't need clans for that.
Really, the solution to this resides in the base mechanics of it, and that I cannot fix, although I repeatedly try to encourage ideas to fix it.

I spent months personally revising and rewriting the rules. As such, I am personally offended by your comment of them being unclear, or outdated. The only one that is unclear to me is 14, and I've stated that many times. I do not like the rule one bit, but I accept why it is needed. I will even admit, it's a factor of why I quit; not just the rule itself, but all that it represents.
As for green chat, most GMs ignore it completely.
PMs are never in short supply; quite often, I'd check from tablet, read it, and forget to reply later from PC.
When you're getting tons of PMs a day, it happens.

Yeah, again... I wish the punishments were harsher too... especially on certain offences.
But think of how mutes work... (not so much the old way; I helped in changing that too)...
Multiple chances, increasing durations, eventually permanent.
That's how almost all punishments work.
It's a game, not a military establishment.
