Help with lvl 250 quest

I am posting for my friend name Rutik (lvl 269 archer)
He can't talk to NELROG and can't do the 250 lvl quest for break the magic quest.
I don't know what he is missing. He seems to have done all House of houses quest and Also the cooks quest and Also seems to have given Zander fishes to Nelrog.
But he still can't talk to NELROG.
Kindly help .

please list everything showing in the quest log, it makes these much easier to figure out.
has he talked with the blue devil?

Yes the devil doesnt talk to him he says.

Well can anybody help out Rutik in what he is missing and help him do the quest for lvl 250.

OK, it looks like he never finished the conversation with Proditor in the mage tower... have him go there and try to talk again, and please report back here whether or not that helps
