otherwise you need to get quest 217, though I don't know offhand which that is lol... I only post it here to save GMs a step in diagnosing the issue

The book is part of a series of quests bringing on the story involving Sebastius, Ascanius and several other old friends (quest 217 included). One needs to be on the doing of that quests pack, in order to read the book.
