If a player gets a skin design added to the game, players have it put on their own account.
My question: Would a player be allowed to put the awarded new skin on a friend's account instead?

Special skins are only for the player earning them.

I agree.
A special skin is like a "Good Player Medal"
One cannot earn it and ask for it to be given to someone else

Like say a player created a worm skin and decided to give it to a friend instead? Am I understanding this?

Special skins explanation in game rules post says:

These skins are granted for special support of our game

As I see it, a special skin is a sort of medal.
Imagine you earn a medal out of being very good at something - let's say... spelling.
You are given this nice shining gold medal, reading "2018 Spelling Master".
Would you dare asking the jury to give it to a friend of yours - one who did not win the spelling competition?
Of course you wouldn't - or if you ever would, the jury would retire the medal: in no way they would allow an unfit one wearing it

i have a question here:
these special skin awards, are we talking of real new skins or just the different coloroured 'normal' skins which people can get at lv1500? or if you 'design' a new colour-scheme ' for an existing skin?

Are there still real special skin awards for people who contributed to the game which are not available (at least for a while) for others who just bought their way to lv1500? like their was red mushy skin for toad in the past of DRDOOM as only bat?

Are there now tools to design real new skins with animations? if so il have a go at pig skin lol.

i suspect so, but it would make the 'special support argument' comparing it to for instance being very good at spelling somewhat invalid.

after all it becomes basicly a bought skin with a high price available to anyone paying for it, even if they break rules regularly and spend a lot of time in jail (but no perm jail of course)
only when account is shared its not available ( so sharing is seen as a lit worse tgen regular breaking rules)

i guess with pets it is possible to reach the 1500level much easier just grinding then before when it tooks years to get to 500.

but a skin which is available to rulebreakers if they pay is not a special skin in the way that they were when introduced.

but if we are talking about real unique special skins for support of game, not available by reaching certain levels,
then this is a very valid argument.
