Forgotten Tales

I tried many times (insane 8 hours) to reach this NPC ( on right bottom corner) in the cave beyond dungeon of doom and finally gave up. I couldn't reach the NPC with the portal no matter how many times i tried. I just landed up anywhere else but the NPC. Anyways i noticed a red ? Symbol over his head. So it means that it is higher level than me. I want to know the level requirement of this quest and how to reach the NPC and what reward in the quest.

This is a quest for players 2000+. You can not go there before.

Along with a mithril harp+3 (serves as a bow of burning gold), divine robes +3, mithril halo +3,winged boots +3, and a shield of faith +3?

NB these are lvl 77k items
