Также хочу подчеркнуть, что он покупает аккаунты, это уже основная часть нарушения правил!

You should probably send a PM to either a GM or admin member and report specific details of what happened. More details than just a general complaint, that is. You don't have to write them in English either.

Yes, please, write a GM a forum message with the exact name of the character you saw violating rules, and with as much details as you can

Please also remember that pets are players' responsibility: everyone has to take care of them, avoid bringing them into dangerous places and keep minimap monitored for dangerous red dots walking towards them
