Well... I'm not proud of this goof, but getting so used to turning down bandit axes, I turned down the ogre fisherman's club...

Bank Town and buy one, it's on page 2 in the shop.
Or a GM might give it to you, but buying is faster.

I think it needs to be the club you're actually given. I may be wrong. Here's the place to confirm one way or the other.

I think you can buy one, Ashdown, or get one from the orcs in the cave. Never tried that.
However the fact it was given and LOOKS LIKE the one the orcs drop in the cave ....
Might be worth a try.

I decided to start the tutorial anew to find the answer.
The club you get from the guard, for the ogre fisherman, should be this one:

So, you should be able to buy it at Banktown, as stated, or Martek's Stronghold.
Apparently, it's also a reward for another quest, but I'm not going to try and look that up

No, there shouldn't be anything special about this club. It's not a unique quest item, I believe. Seems my ogre can equip it.

I can confirm it's a totally normal item.
Kulgan did use it on purpose: it's a tutorial quest and it should not be blocked by accidental drops, since it's meant to be done by new players who still have to learn never to drop quest items.
It also is low level, to be useful for any new ogre and avoid tempting misuses
