Upgrade 250 plate to 350 plate at the blacksmith under king's garden. To the left of the daily mage, not in the lower level. You can improve to +1 and then +2.

In chest the same map as the blacksmith above.

Heavenly Shield
Get on that same map as the above. If you return it to the NPC who lost it for a reward you can buy it from him later.

I thought the question was drop rate for +0 regular 350 weapon...I have no idea about a 350 plus.

Somewhere I read that if there is a drop (or craft) there is a 1% chance of it being a +1 and a 0.1% chance if it being a +2. That may not be exact, but something along those lines.

There are definitely exceptions to that though.

I've read the same and to give a recent example, I dropped a +1 fire plate from manacing dwarves rather than the +0 version.
