Can there be cheating? Of course, same as someone using one device. Nobody ever looks away from their screen for a short time because of everyday issues.
I think if a situation comes up where you need to respond in some way and you are able to do so without undue delay you are sufficiently interacting. Same for one device or multiple devices.

I'm not saying using multiple devices is cheating. I'm saying using multiple devices is not the same as checking sending and receiving messages or going through your private house inventory or shopping on one account.

I agree. All these activities fall within the boundaries of perfectly legal game play.
