The quest requires me to bring him 30 fish, but I can only carry 20 items in my bag at this moment. Do I need to spend real money to get an extra slots in my bag or does this happen on a specific lvl or how do I complete this quest?

The only way to do it without buying a real money back pack is wait till you are level 30 and buy a 100k blue monster at the mage pet shop in game. Of course you could buy a real money pet instead of a backpack but at this low level it is better to get in game shop pets.

So once I have the pet i get the extra spa e in my bag?

Yes - keep adding items and you'll see.

One thing to keep in mind with pets is that if they die whatever they hold will be dropped. You should always carry your most valuable items in your main backpack so they are safe if this happens.

I did this same quest with an alt not long ago and purchased a blue monster pet for the very reason Gullander mentioned. It works well.

Oberyn - although you're trying to complete the quest at no cost, keep in mind that buying an extra backpack (20 spaces) pays for itself over time. The cost is less than $5 US

there are also free pets in the game
