I talked 3 rebels. Have staff 100. Rebel by lake near marteks stronghold won't talk me. Quest book tells find rebel in house of peril, danger, hazard. How get rebel marteks map talk me?

Speaking with Proditor solved the problem for him. Maybe try the same?

Who have you talked to so far? Have you gone to the house that you cannot access?

Also try talking to a guy who is on the 5 houses map, center right of the map.

In the situation Leone mentions it was because Proditor did not finish giving all if the quests. It's a rough place to be at level 75, but if Proditor has a ? over his head still that's probably it.
