I'm at level 255 but when I go to "Rebel" he has no news for me.

Maybe go speak with Proditor?

You have completed all of the "House of Houses" quests before that? That is:

Found all rebels?
Gained access to all houses?
Found rebel contacts inside?
Gained access to center house?
Dropped key 1 from mage and key 2 from devil?
Found and freed all 3 mages in basement?
Checked with Proditor who said he'd contact you if needed?

If you did the above go see nelrogg the fisherman then talk with that rebel.

thank you so much I just spoke to Nelrogg and he gave me access to these missions all I needed to do was simply talk to Nelrogg.
