How do you get these open? I think I tried entering with fire plate in my backpack.

There are two doors in the ice cave that you can open with a fire plate, but they are on the level with the he ice gremlins. It really doesn't matter which one you open, or even both if you want (not needed and kind of a waste).

It looks like you opened the door on the left side of the ice gremlin map. That brings you below the underground village.

The other door on the right side of the ice gremlin map brings you to those stairs, and eventually to the top right corner of the underground village.

You aren't missing anything so I'd say keep your extra fire plate.

In my day I opened both, thinking of going to a different place.

But I don't mind, having all the doors open is always an advantage
