Is there a place I can make 1k+2 wand and robe?
Or is anyone selling 1k+2 wand and robe?

There's a quest for the wand. I think you'd have to get lucky on the trade with the NPC at Fortress Aetor to get a 1k+2 robe.

How do I get to Devil's island? I have not been there yet.

I only paid the first time. it is mandatory to pay at least once.
As soon as you arrive on Devil Island go to the bottom right, there is a hatch that must be unlocked.
It looks like me with a mitrill +3 ax. But maybe I remember wrong.
Once that is unlocked, go down and find a portal to fix.
You can't do anything, go back and return to dry land.
Go to the labyrinth of portals, use the formula
Up up down down left right left right
Then you enter the doom dungeon.
After this you will find island of fire, just a little to the left and enter a dungeon
You'll find them on the other side of the portal to fix, they'll tell you what you need, and once that's fixed you can always take this free route to Devil Island.
To return to the post.
Once on Devil Island, go to the castle on the left, upstairs you will find the blacksmith to upgrade your weapon from 1k + 0 to 1k + 2
