What: (I found pickaxe hidden and then returned it for keys. He gave me keys and said find the right axe in the office. The office or any other door there won't let me access them even have just gotten the keys.)
Why: (lag at the same time of turning in quest caused the system to not register the keys in inventory as required item)

Did you return both of the lost pickaxes? There is the one near the npc which he tells you isn't the right one and then you need to get the second one for him to give you the office keys.

There are two office keys if I recall correctly. One set to locate the pickaxe , a long walk from that npc that lost it, and the Managers office key which he surrenders when you bring him the correct pickaxe.
