But you are spawning mobs right at the entrance to the area.
Did you stop spawning to let them pass? After all it is an access point.

Same thing just happened to a lvl17 alt going into the Blue Vlad tower on a quest.
One person spawning just as I went it - it was a RUN for the stairs and then a RUN to the 2 chests as 2 people were spawning upstairs and when leaving I had to RUN again as the guy downstairs saw me and immediately started a spawn.

They were doing their thing, no other place in there to spawn. I could have waited but chose to RUN.

There are other areas to spawn rabid dogs in there, why choose the entrance where people come and go doing quests.

If you read several of the new posts regarding reporting, including the one you quoted, it says that, yes, you can send any GM a private message to report. Send it to just one and wait for a response. If several days go past with no response to your message, then you may send a message to another GM and wait for a response there.

and what when GM replied and asked to be reported on the main forum. and I want to be anonymous? where should I write and to whom?
