That sounds amazingly simple.

Players can always ask for clarification as well.
Old soldiers never die, they just fade away.

Yes, players can ask for clarification. However, if you have to question the legality of an action (ingame or in real life), you should refrain from such an action until you KNOW you are allowed to do it.
