Miners quest

Why i cant get Joes mom quest i have done all other miner quest what i can. So i cant get Joes mom quest and idk why.

Talk with someone in the Ardesia shipping company towards the bottom of the city. You will be asked to move his mother to Ardesia first. After that is completed you can help Joe with his mother.
