Missing something for HoH

Hello, I’ve done the library stuff via ascanius and first part of houses up to and completing center houser around 150ish. The guide says I can do something around 170-175 with the artifact but I couldn’t find anyone who would talk. The only one I found was the rebel in ice fields who used to say come back at 250. Now he says nothing. Am I missing something between finishing the center house at 150 including saving all 3 trapped mages and reaching 250 to talk to rebel? I’ve tried Nelrogg, predictor, ascanius, and the rebel of course. Even tried vetus lector
