Delay to leaving clan

I would like to see two changes to players leaving clan

1. A one hour delay before a players leaving the clan is effective, this will help prevent players abusing clans in pvp, such as players that declan right after attacking another clan and there is no way to attack that player that declanned.

2 A 2 million gold payment or other amount based on level to clan as a declanning fee, or the player loses a level. Joining a clan should be diffucult 500k fee, leaving a clan should be moreso.

I hope these changes will help players take clan membership more seriously, since this game is a clan based pvp game.
