Time of bug: Same time as post
Where: Ogre Caves
What: Killing ogres for over an hour, pretty sure I've killed 50 or more, no blue bracelet drop.
Why: I have the active quest. I picked up the red bracelet first. I've done this on other characters and it always dropped very quickly. I don't think you intend a person to grind ogres for hours in order to complete this quest.
Other comments: Help! If you could put a blue bracelet in my bag or just reset the quest so I have to talk to the mage again, that would be great.

Try checking the chests in the center of the dungeon, the bracelet may be in there.
If not, I guess you're just having bad luck and need to slay more baddies.

just kill where you get red bracelet
