I would take pride that my land was the most popular in all the world..
To promote trade, I would ban all fighting from my land, having it as a neutral area for all to come and enjoy. To uphold the law of the land, outlaws could still be attacked on sight, as they would not be the sort you want hanging around the castle. I would even have guards at the castle gates to attack all outlaws. And since I was Lord, no one could question my decree.
In layman's terms, I would make map 3.1 pvp free except against outlaws, and deny outlaws access to the castle (or maybe just make it very difficult for them). Of course, they could always sneak in the back way..
