bug of lvl 50 pants (need craft)

I saw at blacksmith and clan building craft. And I saw 2 new pants for lvl 30 and lvl 50
The percent rate of that two pants is 2% and 1%! Its very impossible someone can craft it!...
Plz increase the percent rate?
