where is wand to help make lvl 175 staff!?!?

I am having troubles finding the wand that helps create the lvl 175 staff. Where is it amd how can i acquire it. When i do as others have instructed, i just find a fire wand. Not the light red wand.

fire wand is in silverwood underground, chest right before the cyclops' door, where 14lvl wand used to be.

That's weird. And if it's still lvl14, and not lvl150, as is its new designation, it's doubly weird!

I knew I shoud keep all the stuff I've aquired by doing the test quest run!
Now I have one for the future needs of my mage!
