did you target the attacker? click on his body and click on the target symbol (crossed swords). u need to do this before u can start attacking back.

Also maybe you lagged and couldnt come to enemy(if u melee)

Right on top of him, no lag crosshairs on hitting crodsed swords and cant attack...what am i doing wrong?

Check maybe you accidentaly put your weapon off?
