I think the problem could be the low dex..

With that much mana he shouldn't have a problem dishing out absurd damage (I thought Rizzo said he was over lvl 300...so its a lot of -real- mana which improves the Armor, Heal, Green Flow)
DEX would only affect how often he gets hit, which would be almost every 0.7 seconds against most foes, and with his ARM stat I'm guessing his mage has low HPs, and would thus die almost instantly against any mobs above lvl 100 or so.
My Mage 155lvl has similar DEX (24), but I put 93 "original" ARM points in and he's got 21k HPs; with equipment now he's got 195ARM, so can take a few hits and I can walk him out of range before he gets killed. Spell casters can beat him down pretty fast but he's somewhat survivable.
As with many games, min-maxing is great in some circumstances, but you pay for it in others.

DEX: Determines the chance-to-hit an opponent. There is always a small chance to hit ANY opponent with a CRITICAL roll.
This is written in help. I thought was true

it is true, with the exception of the mage flow spells - - they always hit (and bypass armor)..... his staff attack is dependant upon dex to hit though
