Black Pearl Quest

I linked up with the adventurer who has it, but he wants a Dragon Pet. I have the $...but I assume I can't buy that pet until I'm LVL 360 - or since its a Quest item at that point can I buy it and get the pearl from him to return to the pirate?

No, 360 level is required to finish this quest

Ugggg.
Is it just recent they started having npc tell to come back at level xxx? Seems silly to even let me start a quest 110 levels before i can finish. Will never remember what's happening.
