Moderators dont upload new versions to markets. Creator does. I think it's Amazon problem, creator usually uploads it as soon as possible.

Amazon is very stubborn with updates, I have a game I uninstalled because it didn't update it but Google play did. The update for that game has been out for over 6 months and Amazon hasn't updated it yet
