I am ready to finish sebastius' quest with the iron plate wasp sting and green flow spell but sebaatius willll not spawn in the library cellar. I've logged in and out refreshed the map even closed the app and opened it again and nothing works please help

sounds like you're doing all the right things.. sometimes the npcs are stubborn and hard to spawn... from a game perspective it can get frustrating... but from a role-playing perspective I think it fits pretty well (he's busy... keep trying, he'll be there soon)

To spawn Sebastius try walking in bottom left corner of that underground. If it wont help - dont worry! It is library! Find interesting book and wait for him
