I have started the lvl20 quest of the wounded soldier that asks you to go through the portal and kill the devils, but instead of devils only red dragons spawn, I have searched in most of the map for other places that might spawn red devils so I can get the portal stone but no luck.
What should I do?

Keep searching. They still spawn there. Go through the right side if you haven't yet. All the way to the back if necessary.

I seem to remember a bridge on the right hand side of that cave.

I crossed the bridge and have been walking all over for a half hour and not a single red devil showed up. I am playing offline version.

Move around in the area east of the bridge, the devil will appear.
Even cross the bridge again.
I'm only level 8 in my new install so it will be a little while for me.
