Comp will have to code a new variant of the friends list, which will filter a player's chat from reaching the client screen. It will likely have a length limit, much like friend or enemy lists, cycling out as new names are added.
Even that would be an improvement.
Assume you could only ignore 10 players as a simple example. If my list is full and someone at spawn is being annoying enough I'd gladly add #11 and remove #1 from the list. You probably wouldn't need to ignore more than 10 people (again, just my example) at one time in one place.
