It was removed because of some abuses done by Chinese players.
Now instead in shop it will be (after next server restart) dropped by black mage spawned on that map in central position every 15 minutes. The chance for drop is 50%.

This has previously been addressed by the GM team in mChat where LordSeth mentioned a group of Chinese players had been abusing bugs/glitches.

No, of course it wasn't all of the players from China or all of the players who are Chinese. Saying "Chinese players" is a description of the players.

But get over it already or bring it up on a topic that isn't about the forest robe.

Just the black mage that spawns on that map will have the 50% chance to drop it.
