Also try to make sure you're zoomed all the way out. NPC spawn is typically "beyond bow-range" so if you're zoomed in too much you won't see them on main screen.

a technique if you know you're in the right map sheet is to watch the "radar" map in upper left corner. NPCs spawn as new white dots, and also disappear when you move far enough away from them, so its the easiest way IMO to find them vs actually getting them to turn up on your visible screen. I'll usually either notice them appear or notice them disappearing...either way I know I'm in the right spot.

It does seem like the GMs have added several new quests in the last 6 weeks - at least I'm stumbling across NPCs for lower level quests that I never noticed before. So it always pays to keep an eye on that radar screen even when running across lands you've trekked "many times".
