To hand out special skins to everyone who pleads for one, would negate the hard work of the 1500ers
When the game was young, getting lvl 70 was special. Now, getting to 500 or even 1000 is routine.
Hence special skins at every 500th level above 1000. It's an incentive. And there's no point in ruining that incentive and devaluing everybody else's hard work.
