When you log in, check out the 'buy extra stuff' section.
Premium skins are in there. Expect to pay for them.

Madmikael said that there was premium skins that you can ask for them. So all that skins that can't buy we can ask for them?

It used to be on level 1500 you could ask for a special skin and unless the account was known to be a traded account a special skin would be given. (I think every 500 levels afterwards you could ask for a new one.) Premium skins can be purchased now. Special skins might still be awarded for contributing to the game, but probably reserved for things like content creation or maybe longtime assistance with things.
