You have to reach LVL 1500 to request a special skin. The guidelines are detailed here:

So this is i believe my third post now after being told 10 times ive been eligible and then mods in game telling me i need to post on forum then forum saying find a mod in game im stuck in a loop while every other player gets enjoy new skins ive went up 600 lvls since ive last requested im already eligible again for another skin WHY?????

You can be given a special skin. When you meet a GM online, ask them :)
