ice swordsman dont give quest!

My friend Hqueen cant talk to ice swordsman about the request of proditor (lvl 250 quest) , pls someone post here which quests have to be done to start the quest here!

Tell your friend start checking this list, and let us know if the NPC keeps not talking:

Hey any one figured this out yet because I am having the same issue and I have done all the points ardesia has mentioned above
