ice swordsman dont give quest!

My friend Hqueen cant talk to ice swordsman about the request of proditor (lvl 250 quest) , pls someone post here which quests have to be done to start the quest here!

Hey any one figured this out yet because I am having the same issue and I have done all the points ardesia has mentioned above
